According to a report from the California Housing Partnership Corporation, the median rent in Los Angeles County has risen by 32% since 2000. The same report found that Los Angeles County’s lowest income renters spend 70% of their income on rent – which leaves little left for food, health expenses, or other needs. The 2018 Greater Los Angeles Homeless Count found that 46% of individuals experiencing homelessness for the first time attributed it to some sort of financial hardship. In hopes of securing housing for those on the verge of entering homelessness, several cities have explored the feasibility of flexible housing subsidy programs.
